Does anyone know why Disney has discontinued allowing a Student ID to be used as proof of residence in Florida? Also is there any other way that I can proof my friends florida residency? Her mom lives in Ft. Lauderdale, but my friend technically lives with her father in New York, but she goes to Stetson University in DeLand Florida. They have told me a utilities bill with her name on it would work, but she's a college student, she doesn't pay for utilities, she still lives with her parents. I will be discussing this with someone at Disney on the phone tomorrow, but I was just wondering if anyone on here had any ideas.

She can go to the local DMV and either change her driver's license over or she could just get a FL Id card (they're pretty inexpensive).
 
School IDs don't count anymore because you can obviously be a student at a FL school and NOT be a Florida resident. I think Disney just counted it to be nice to students, but they don't do that anymore. Getting a Florida driver's license is actually pretty difficult lately, at least up here in the panhandle. They are getting pretty strict about what they take as documentation. I hope your friend can get one though, but if she's considered a resident of NY with her Dad by the school and pays out-of-state tuition, then FL isn't going to count her as a resident either. I had to take my current lease, last years lease, and a few utility bills and a bunch of other stuff a few months ago to prove residency in FL and I've lived here since I was 5. That was to update and get my new license for FL.
 
When we first moved we just had to bring our lease or rental agreement. what about car insurance? that would have her name on it. Just a thought.
 

It is very simple, many students aren't residents of the state in which they go to school. This is why they have resident and non-resident rates.
 
Your friend isn't a resident of Florida .Her mother is and she is a student there, not a permanent resident.Disney changed their policy and students are not considered Florida residents.She would need to change her permanent residence from NYC to Florida and then get a Florida Drivers license

You said it- she technically lives in New York. I grew up in Indiana, I attended university in Michigan. My Junior year I got engaged to a Michigan resident, and my senior year we purchased a house.

Since I was still in school, despite the fact that I owned my own home, I had plans to stay in Michigan, I had a Michigan driver's license, etc- the university still considered me an out-of-state student.

And what do you mean "she's a college student, she doesn't pay utilities?" I get not paying utilities if you live in the dorms, but I certainly paid utilities my 2nd, 3rd, and 4th years of college.


Long story short- she is NOT a Florida resident, and unless she starts establishing domicile in Florida, I see no reason for Disney to give her residency either.
 
If you use a little Google-fu you can find information on what exactly is taken as proof of residency. I used my bank statement for my seasonal pass.

We don't have a utility bill because we go to a small private university and we have to live on campus all four years. We do live in an apartment, but it is an on campus apartment and we pay housing just like everyone else, but there is no utility bill that goes straight to us.

She's even registered to vote in Florida(I know this bc we went together when I turned 18) and she has a bank in Florida. Students should be considered Florida Residents because we spend most of our year there, we pay taxes(at least most of us do) in Florida, my car dealership and car insurance considers me a Florida resident with my school address. And I don't think my school has an out of state tuition rate, we pretty much all pay the same thing.

If she's got car insurance in Florida, if she's voting in Florida, if she's paying taxes in Florida, all she will need to do is go to the license bureau/secretary of state/whatever you call it down there and get a FL driver's license.

The reason students aren't considered residents of the state they attend university in if their parents live out of state is because usually/a lot of the time mommy and daddy still pay all the bills, so the student is technically a dependent of another state.

As for what is needed for FL residency, hopefully Cheshire Figment will post his list of what can be used (as far as I can tell they are NOT listed in the sticky), but I think things like bank statements and car insurance work.

Also whether or not she pays taxes in FL has noting to do with whether or not she gets a discount from WDW. It their discount the can have what ever restrictions they want. The odd thing is the voting though, I'm pretty sure voting would make you a resident.

You don't need the FL ID for FL residency requirement for DISNEY. I have a condo here and used my house insurance and out of state ID for my FL AP. She should be ok with her bank statement and out of state ID.

The rules were updated/modified on August 20th. Below are the new rules, along with comments of what is no longer accepted.

These are the official rules:

Florida Resident tickets are only available to actual Florida Residents and cannot be purchased for out-of-state family or friends.

An adult Florida Resident may purchase Florida Resident media for more than one Florida Resident from any location that provides an exchange certificate and not an actual ticket.

Children under the age of 18 are not required to provide proof of Florida residency if they are accompanied by an adult with valid proof of Florida residency

If the Guest has an exchange certificate, a valid form of Florida ID will be required when the exchange certificate is redeemed for the actual pass

One ticket only per valid proof of Florida residence (a Florida resident may buy tickets for minors in the party)

Exchange Certificates may say:

"After sale..., may not be transferred except as a gift." This means that the certificate may be given as a gift, so long as the recipient meets the defined Florida residency criteria.

"Purchase and redemption of this exchange certificate requires proof of Florida Residency."

The following items are the only documents accepted as proof of Florida Residency:
* Valid Florida State Drivers License
* Valid Florida State issued ID Card with Florida Address
* Valid Military ID stationed at one of the Florida Military Bases listed below:

As of August 20, 2010, Voter Registration Card is no longer an allowed ID
As of August 20, 2010, Florida University/College Student ID is no longer allowed

For Part-Year Residents the following original documents are acceptable.

Note that fax and photocopies are not acceptable, that bills and mail cannot be more than two months old, that PO Box addresses are not allowed, and items related to Time Shares are not permitted.

It does not specifically allow credit card statements, so this may be a vague area.

I had a bit of a headache with this a couple months ago when I left my wallet at college when I came home for a weekend. The woman I spoke to at the MK ticket gate over the phone said that a pay stub, utility/ insurance bill, or bank statement in my name would be fine.

Is there time to get just a Florida I.D.? You're allowed to have a state I.D. and a driver's license at the same time.

This is the major issue. She really needs to talk to her "benefactor" before deciding to change her residency status. If she does, her father could have some unwelcome tax issues. IRS trumps Disney to most parents of college kids...

NO its not a Residency issue - a TRUE residency issue - it is what Disney, as a private company, accepts to use for the FL resident discount.

I am still an ILLINOIS resident. MY DL is from there, my voting card, all my banking, etc. Yet I own a condo in FL and have house insurance here, utility bills here ... AND for Disney purposes that is considered allowable for their discount program. It is not me saying I am a FULL TIME FL resident for tax purposes (although to be honest that would be a better deal for us). It is me showing my part time resident status with Disney allowed documents.

I don't want her to change residency, we don't have time for that anyway. We are going to Disney this monday. I want to validate her residency. I spoke to two people on the phone today. One person said her Student ID would work and one person said it wouldn't. And no one would let me talk to their supervisor.

THe student ID will definitely not be allowed any longer. That changed last year - go with her out of state DL and bank statements from here. The date on the statements have to be within the past two months.
