Fla. Preferred Annual pass

I see that a fla. Id is required to be shown when you buy/use the annual pass card. Is that requirement waived for youth to young for a driver's license? What is requirement for youth. My kids are 12 and 13 so wont be tethered to me at all times.

If you have Florida residence( they require proof upon buying like utilities bill or driver license) you can purchase for children under 18...they do not need id,.,,

How does this work for someone who just moved? It would take at least a month to get a utilities bill, and a DL is definitely not something you'd have day 1. Could I get some kind of proof from my apartment complex before the move so I can buy my APs the day we get there?

We had credit card statement address changed to new address and a letter from our complex stating we resides there
