Can a grandparent gift a cruise to her grandkids at the FL resident rate?

As long as there is at least one FL resident in the stateroom, the FL rate is applicable to all persons in that room.

As long as the Floridan resident is the lead on the reservation then you can have non-Florida residents in the room. I believe you may even be able to have 2 cabins under 1 FL resident but not 100% sure.

That's why I said not 100% sure. There is one discount (CM, Military, FL resident) that allows 2 rooms under 1 ID but I can't remember which one. It also may have changed since that was the case as well.

Well the military discount is also one room per military member:

It was the CM discount (I've had to look at all 3 before so always get them mixed). CMs can book additional rooms for Friends and Family at the CM rate as long as it is for the same sailing as theirs. However it based on availability and they are very very last minute offers so not many people get to use them.

I thought the same thing too as we live just 30 min or so away but after taking our DD on her first cruise when she turned 1...............we have found it much better than just going to the parks for our family. She is now 3 and would choose going on the "Mickey Boat" over going to the park every time.

yes, you have to have a fl resident booked in each room, but if for example, it's a grandmother and grandfather together with another family, you can book the grandmother in one room and the grandfather in the other room so that you have fl residents booked in each room.
But there's no dcl police who come check if you're actually sleeping that way.
