I don't know how old he is now (or if he's still alive) but I think it's Mr. Pitt.

From imdb, the actor who was Mr Pitt was Ian Abercrombie. I don't see mention of him being in a HP movie, so I wouldn't think they would use a random person not in the movies, but they might.
