The link would have more info, but yes, a saltwater license would be required. Definitely so for beach fishing, though many charter boats have a general license that covers those on board.
Based on past experience, beach fishing will be primarily croaker, with a few small blues hanging around (I suggest using bloodworms and cut squid). Pier fishing would have more options (fish wise), but still no guarantee of catching. It's just so hot that time of year, the fishing turns off. Whatever rod he wants to bring, make sure it can handle a 4 ounce weight. He'll usually need between 2 and 4 ounces to hold bottom, from the beach.
From Nags Head, he's just a short drive to down to the marina(a) out of Manteo. A little further is Oergeon Inlet. Charters boats abound in those areas.
