Do they have a similar lunch menu and a dress code (or is vacation casual okay)?

Does Goofy's Kitchen qualify?

I don't believe Napa Rose has a dress code since I saw people dressed as if they had just spent the day at the theme park.

According to Laughing Place, it's only open for dinner and Sunday Brunch but you should call Napa Rose and check on that.
