First time to DL and I have one question.

We (Me, DW, DD 14, DD 12) have been to WDW many times, but we are finally going to DL June 2nd - 8th

We purchased one Premium Character Meal Voucher per person and will use these at Goofy's Kitchen.

We also purchased one Character Meal Voucher per person but we don't plan on using it at a Character Breakfast. I have looked online but I can't find the answer to my question. My question is : With each of these vouchers being worth $33 does this mean we will have a total of $132 taken off of any Disney restaurant bill we have no matter who orders what? Or is it just $33 per person and if one person only orders a $10 meal we are out that $23 dollar difference?

To maybe better explain say we ordered the following amounts:

DH - $50
DW - $30
DD 14 - $40
DD 12 - $12

The total is $132. Would our 4 vouchers cover the entire meal (besides tip)?

Hopefully someone with recent experience will chime in. I've read reports of both things happening so it may depend on your particular server.

It's the dollar value, not per person. BUT, before you use it, ask if they accept the voucher. I am unsure if Napa Rose accepts. I know we couldn't use them at a special event meal (Mother's Day brunch last year at the DLH last year.)
