Will be staying at the BWV in Dec. Is there a section of rooms that the fire works display can be viewed from the room balcony?

Outside Epcot IllumiNations viewing:
MOST of effects of IllumiNations take place ON (or just a few feet above) the surface of the water of the WS lagoon.
Except for the very first "Comet" firework effect, and several other major "sky-blasts", IllumiNations can't really be enjoyed from outside Epcot's World Showcase.
One favorite outside spot to view the few "sky-blasts" is on the bridge coming toward Epcot's International Gateway from the Boardwalk Resort.
Some of the balconies that face Epcot from Boardwalk will offer a similar view.
You can't hear any of the music track, which is a very important part of the show.
You can't see very much either, and there will be very long periods of time where you see nothing at all.

Outside of MGM Fantasmic! viewing:
The final "sky-blast" fireworks can be seen from outside the theater.
If you have a room that faces MGM, you can see them. They come very late in the show and don't last very long.
 
All of the rooms that overlook the Boardwalk have a view of the higher level fireworks of IllumiNations from the balcony. You will not be able to hear the music or see the globe or the laser portion of the show.

Some of the rooms that overlook the Boardwalk resort entrance driveway also have a view of the higher level IllumiNations fireworks from the balcony.

Keep in mind that the rooms that overlook the Boardwalk are reserved for DVC members - they are not available to guests who book for cash through CRO/WDWTC.

The rooms overlooking the entrance driveway are very popular with DVC members (they cost less points than the other rooms at the BWV) and are almost always assigned to DVC members.

THe BW view and SV rooms are separate booking categories for DVC members. The confirmation letter will state which view has been reserved.

Cash guests (who book via CRO/WDWTC) are virtually always given a Pool/Garden view room. These rooms overlook the pools, the Swan/Dolphin resorts and the canal leading to MGM. Confirmation letters from CRO/WDTC will likely state ROH - which means Run of the House. They can get assigned anywhere, but as noted, almost always end up with a preferred view of one of the Pools or the canal.

As already noted by ROBO - you can see the higher level fireworks from the Boardwalk itself and from several places around Crescent Lake. Those are all just a short walk from any room in the BWV.
