For the 3PM FoF Parade, at the current "Town Square" viewing location, you can arrive any time between 2:30 and 3:30PM.
(Yes, I know that's 30 minutes after the posted "start time" of FoF.)

Well, that's an unknown issue.
Many guests, not knowing that the parade won't actually REACH the Town Square viewing area until nearly 3:30PM, will likely
show up pretty early. So, if there are a lot of them, they might have the curb areas filled.
OR... they might not.

Any "time" answer I give will likely change daily.

BTW, there are MANY other great locations to watch FoF that don't take a FP+
and are not out in direct sunlight (as is the FP+ area.)

I'd get a spot either deep in Frontierland (where the parade begins) or near the Hall of Presidents in Liberty Square.

Hmmmmm...I'm helping plan out a few days for a friend's virgin trip, and her husband has a bad attitude about the whole thing (kids are 6 and 3). I thought FPs for the parade on their arrival day (arriving around noon) would be a nice start, so he's not having to stake out a parade spot so soon after he gets there. Trip is in January, so blinding sun not so bad. What do you recommend that I recommend?

I've put out the timing situation as it is, and you know the other guests...
so just pick what you think will work better for them.

BTW, we don't know if the Parade FP+ viewing area will still be in Town Square in January.

I have a FP for Jingle Cruise at 12.30-1.30, but unable to get a FP for the FoF at 3pm. What time should I get to location for a front view? And what is the closet viewing point after the Jingle Cruise. Finally do you think we would have time to ride the magic carpets prior to FoF?

You would have plenty of time to ride the carpets before getting a spot for the parade, especially if you use your Jungle Cruise FPs early in the return window. Even on a busy day the wait time for the carpets at that time should be 30 minutes at the highest, and could be more like 15-20.

The closest viewing point from there is to use the cross over shown in Robo's map above. That takes you out right on the parade route in Frontierland where you can look for a viewing spot. How soon to get there depends a lot on the crowd, but in that area spots don't go as fast as they do on Main Street. An hour ahead should be plenty early and you might find something closer to parade time.
