Fee if you don't cancel ADR Q?

Was wondering with this new system, if I made an ADR for 5 and only 3 show up am I charged the $10 cancellation fee per person for the 2 MIA? Or is it just if your whole party is a no show?
 
There doesn't seem to be anything definitive on this. Sometimes Disney Dining says you will be charged, sometimes not. I haven't seen any reports from anyone that said they actually WERE charged though, so you will most likely be ok.

THere have been examples of both being cahrged and not being charged. IF you know ahead of time 2 are not going to show; I would just make the reservation for 3. Unfortunately, people have made a reservation for 6 because that was all that was available, when really they had fewer members of their party. WDW has caught on to this. Not saying that is what you are doing.
