Fee for submitting offer?

Is there a fee for submitting an offer for a dvc? I saw something on one if the resale sites about a $195 fee per transaction that went into effect recently but I wasn't sure what that meant.
 
Sounds like Fidelity. They charge a $195 "administrative" fee (aka an "additional profit to the broker" fee) to the buyer, but AFAIK, it's only charged at closing.

Again, AFAIK, none of the reputable brokers charge a fee to just submit an offer. If you find that there is such a fee, my advice is to walk away.

Thank you I think it was fidelity! Also, I'm sorry but what does AFAIK mean? Newbie here ;)
