I think that maybe the language on the program requires that the school she ultimately teaches at be on the high need list when the grant/loan was disbursed. Check into that. You can look at the list for your state now and project where she might be able to teach. ALL of the schools in a wide radius from my home meet this criteria and, sadly, that is not likely to change. I think something like 40% of the kids in my county schools receive free lunch.
Some schools in my state meet the requirement for high need for teachers in certain subjects. DH works at a university and recently attended the Ed. dept.'s job fair. Almost all of the employers stated that they needed special education, math, and sciences. Thankfully, I am majoring in Math. I have been hesitant to take the grant as well. I plan to for my next year's tuition because I will be almost finished.
