We do both. For the feb one it can be chilly and windy, but generally the weather is good. The bad is if you fly in from an area that gets bad weather. We fly in 2-3 days prior. We fly out of WV/Washington DC area. Of course sep is peak hurricane season. You still need to worry about the weather for your flight in, esp storms. Either way, buy travel insurance!
We always go Jan-March, mainly because I want to escape the freezing weather where we live. The water can be chilly at CC, but the air temps is usually 70s which is like heaven compared to the single digits back home.
