Feb 2014 car rentals 2 weeks - where to begin?

So we don't go to Florida until Feb. Realistically when should I start looking for rates?

14 days is big money for a minivan anywhere I've looked.

If you are a Costco or BJs member check their sites. Otherwise find the cheapest one you can directly through the site, Alamo, Budget, Enterprise etc and reserve the car even if its more than you want to pay. Chances are things go down, specials come out, coupons etc but it never hurts to have something in case for some reason rates only go up for your dates.
 
If you go to Mousesavers.com, they have a transportation page and a rental car section. On that page there are all sorts of discount codes and coupons. A lot of the discounts will not work because they are good through 2013, but there will be some that may work. I think you should start looking now and book the cheapest rate you can find. Check back often and you can cancel and rebook when you find something less expensive. If the price doesn't go down, then you can keep your initial reservation. If your trip falls the weekend before and through President's week (2/14-2/23), expect higher costs because a lot of schools have that week off.

Book the best deal you can find now, and keep checking as your travel dates get closer. Just be sure to book a standard reservation that can be canceled without penalty. Most car reservations work this way except for the pre-paid ones. I find that generally, the best deals/rates are found about a month out from the trip starting date.

If the price goes down do you just cancel and rebook it or do they lower the rates??

Sometimes you have to cancel and rebook, and sometimes you can modify the existing reservation to get the better rate. It varies by rental company.

And some times, the better rate might be with a different company, so you would have to cancel and rebook.
