I don't know the answer to the question as to whether FPs are or will be available before 11:00, but from a purely editorial standpoint, I think that it would be best to get one after 11:00. Using up FPs early in the day is fine if one is trying to load up on additional "in the park" FPs, but Epcot has never been a park where additional FPs have ever materialized. All the good ones are gone by Rope Drop. So if getting a FP for FEA is a priority, it would seem that the better strategy would be to go to the Future World Tier 1 attractions early in the day to ride Stand-By (or Single Rider), and then head over to World Showcase after 11:00. If one has a FP for FEA, then by definition, they do not have a FP for Soarin' or Test Track. Going to Norway early in the day and then backtracking to Future World to confront the Stand-By lines that have formed there seems like a losing strategy. Of course, if one has no intention of visiting the other Tier 1 attractions, or is going to hop out of Epcot early in the day, then going to FEA first thing with a FP might make sense. But on balance, it is best to try to do as much as one can in the Stand-By lines in FW before heading to Norway with a FP.
