Can someone give me a little more details on "touring plans reguest form"?

Fwiw, I have only got my requests once and they are pretty simple, connecting rooms and once a general building location.
I actually have a crazy theory on requests too. We travel pretty regular and alwaysssss have a cheap room for one discount or another. My crazy theory is I don't get my requests because I am not paying a lot and come a lot.

I'll be requesting connecting rooms again this upcoming trip followed by a couple of buildings too

We go a lot (8 trips last year) and we always get a low rate on our rooms and we almost always get our request
