At disneyland now and I guess I didn't do my homework enough because I have all these last minute questions.
First, if my family is scanned into DL can my husband go to DCA for RsR fast passes or do we all have to be scanned into DCA as well?
Second, if we can't send a runner for fastpass and we're trying to enjoy early morning at DL does anyone know when RSR typically has been running out of fastpasses?

You have to get fast passes in the same park as where the ticket was last scanned. So, one person can't park hop and get them. If in same park, send your husband running all day long!

I respectfully disagree with you. On numerous occasions, we start in DL and then immediately send DH over to DCA to get our RSR FPs. Wow, that was a lot of abbreviations in one sentence!

As long as your tickets have been scanned in one park or the other, regardless of order, you can get FPs in either park. Have fun!

Oops! I heard wrong then, sorry!
 

I think it is only the A&E fastpass where the tickets all need to have been scanned it at DL, otherwise I believe it is just so long as they have been activated at one or other that day.

As for run out times for RSR, when we were there in October they were lasting well in to the morning, some time between 10 and 11.

Last week we were told you had to be scanned into the park but we heard others saying they would go to DL and one person would run over to DCA and vice versa.

Last week RSR were running out of fast passes between 10-11.
 
Every cast member said "I think" you have to be scanned into the specific park but then people say you don't have to. My husband had been awesome running around for us. Maybe I'll go try so he doesn't have to. Thank you everyone.

Occasionally debated on this forum, but it has been consistently true for 10 years that when entrance tickets are scanned at one park, they are initialized for FP at both parks. It does not matter what CMs say as they do not control FP distribution. I have done this dozens of time myself since year 2005. No one has ever had it not work. So yes, your DH can take all entrance tickets to DCA to get RSR FPs.

RSR FPs generally last 3-4 hours after park opening.

I concur with HydroGuy that the ticket only need to be used to enter one park to get FPs in both parks. I can personally confirm that you can enter DL and then send a runner to get WoC and RSR FPs in DCA. I did this in mid-November without any issues.
