I think Honey I Shrunk the Audience is the same way, you can get a fast pass for it and the time for next fast pass is very shortly thereafter. If the machines are not tied into the complete fast pass system the system won't know when you got a fast pass for that show.

There is a limit, I think Test Track can handle 25,000 riders all day long assuming nothing breaks down. Currently many rides already give out enough fast passes so that four fastpass riders are taken for every regular rider.

This new system comes close, although during busy periods you might be limited to getting only two or three fast passes in close succession. ALso you still have to walk around the park to get the fast passes.
