fastest and cheapest way to get from universal to disney????

The fastest way from Universal to Disney is by automobile (yours, rented+, or chauffeured+).

And, the cheapest way AFAIK* is Mears' shuttle (to resorts at or near Disney).
____________

*Not sure whether the Lynx public transit buses serve Universal in which case they would be the cheapest way.

+ Hired means rented in the U.K. Hired means chauffeured in the U.S.

The fastest and most convenient is clearly cab, by a massive margin. You get in the cab, it takes you where you want to go, you pay and leave.

The Mears shuttle is not always cheaper. It's generally cheaper than a cab for one or two people, a little cheaper for three, and more expensive for four. It was $19 plus tip per person round trip, and I could have sworn I read that it was going up to $21 in 2014, but I could be wrong. For comparison, a cab is usually $30-35 one way plus tip, depending on traffic and specifically where you are going to and from.

The Mears shuttle is much less convenient than a cab, and depending on your situation might be less convenient than a rental. You have to pre-reserve it, it only goes on their schedule, not yours, and you share it with multiple people, who may need to be picked up from various hotels.

For one-way travel, like if you've been staying at Universal and now want to move to WDW for the rest of the trip, a cab or rental car is clearly better, because the Mears shuttle is only round-trip and won't carry luggage.

The cheapest option is often (but not always) renting a car, depending on how many people you have. You can often get a one-day rental for $40 or less (sometimes much less). If you are using it to get to another park for one day, you have to add $15 for parking and maybe $8-10 worth of gas.

I've taken a rental car, a town car service, and the Mears shuttle. They each have their pluses, and minuses! With a rental car, you can go when you want, leave when you want. But you have to deal withering at US/IoA...as well as pay to park.
A car service is nice...tell them when you want to get there, and what time you want to be picked up, and you're set. But....if you decide you want to stay longer, or leave earlier, you could have an issue....they might not be able to accommodate a change. And it's not cheap....about $85, plus tip.
The Mears shuttle will try to accommodate your time needs. They will give you various times that you can be picked up in the morning. I've been picked up around 7:30, and arrived at RPR with time to check in, and get to the park for early entry for resort guests! You can tell them what time you want to return to your WDW resort when you book, or, you can call them 2 pr so hrs before you want to leave. They will give you the closest p/u time for your needs. It's about $20 pp. r/t. Fine if there are just a couple of you, more expensive if there are four or more of you.
