Fast Pass for under-3yo?

I don't expect my 2yo to be going on a lot of FastPass rides, but Winnie the Pooh is FP, right?

Since she doesn't need a ticket to enter the parks, she obviously can't get a FastPass. I would think she's allowed to just get in the FP line with the rest of us, is that right?
