Fast Pass for on site guests in March???

Were thinking due to the money situation, instead of heading to disney to head to US for 2 days in March. I read in another thread that the fast pass for on site is a must in March. Is this for the whole month of March or just in the middle. So were heading down around the 1st week of March. Will we for sure need this or not? I know it is a tricky question depending if you want to stand in line or not. I don't mind standing in line for around 20 minutes but after that no. Were also heading down in the middle of the week not on a weekend. Just a little confused and learning the ropes for US.

Will you be staying onsite or are you just considering staying onsite?

Was thinking of staying off site and heading to US/IOA for 2 1/2 days. But if really busy then thinking of staying on site to take advantage of the fast pass.
