fast pass at DL

Heading to DL next month. Is their FP system the old way?

You would have to clarify what you mean by "old way" by I am guessing you mean like WDW's was before the changed to FP+. And, yes, DLR's is like WDW's used to be (some folks call it FP-).

In 2013 DLR changed and started enforcing FP windows. Other than that it is much the same as it has been for the last 12 years or so.

Yes, the old way. Also, FP between the 2 parks are not connected. All FP's for rides within the same park though are connected now.

I know RSR a was recently connected, but I don't recall hearing that WoC changed. So unless something has changed, the WoC "FP" is not connected. It's not a traditional FP (i.e., for a ride), because it's for a nighttime show, but it's still called a FP. So you can get a WoC "FP" and then get another FP for some other ride immediately afterwards.
