If that is where I think it is, it is the closed fantasy land entance to the sky buckets. The structure was built when the buckets were still there, and the rope is now there because they don't want people entering or leaving their strollers in the walk way.

But it is funny I have to give you that.

This place is still used for stroller parking during normal operating hours, but on days when there is something going on in the evening (MNSSHP for example) they close off this area for stroller because it is used during the event.
