booked F! dining package, in the fine print it mentions if you sit in the first 3 rows you may get "wet" are we talking a fine mist like getting sneezed on by a bug in Tough to be a bug or are we talking front row of Splash Mountain your shoes are going for a swim wet?

Fine mist. They spray water up into a giant fan shape and project images in them. If the wind catches the mist right, it will spray onto the crowd.

This depends on A LOT. I would definitely say it is somewhere in between as we typically sit about 10-15 rows up and sometimes still feel a mist. If it is windy in your direction, you will get quite a bit more water than if it is a still evening. I would suggest sitting a little higher anyway for a better view but that's just my opinion.
Edited to add - Sorry I was typing this as coasternut22 was answering so I didn't see their response before I hit enter on mine.

yeah I think I read on wdw prep school or touring plans or another Disney planning site to sit at the very least 6 rows back

on a side note, are there many parts that would be frightening for a timid 6yr old. I've only seen Fantasmic once way back in 2011 and I don't remember it very well except I know there's maleficent as a dragon towards the end which I will prepare her for!

could be either and no way to know until that night. depends on how wind is blowing. think of a water screen. plus I like the view higher up than right in front.

The tradeoff is if you are in the first row you get an amazing view when they set the water on fire-and can REALLY feel the heat!

So we were row 3 center on Jan 1 and did not get wet at all… yes, you can feel a bit of mist in the air at times, but not enough to actually get wet.

We attended it recently on Dec 27, when it was a freak cold streak (it was maybe 50 degrees) - It SUCKED!! We got pretty damp sitting in the first 3 rows and the wind was blowing and almost the entire show contains the water effects. I couldn't enjoy the show because I was shivering so much and needed wiper blades for my eyes! lol

I've sat in the front a LOT, and I'd say it's almost like being in foggy weather. Depending on the wind plus the overall humidity level, you might feel pretty much nothing at all, or you might notice anything from a light mist to a heavy mist to a definite dampness. But it's not large amounts of water dumping on you like in a Sea World splash zone or anything. If it's cold out, it can be pretty miserable. If it's hot out, it can feel refreshing. Unless it's hot and super humid, and then it just feels even muggier. Hope that helps!
