I was there on Thursday and Friday of last week. Park opened at 8 am, on Thursday and by 10:30 am, they were starting to give out 11:30 pm FPs. On Friday, same time opening, we grabbed our Fantastic passes for 10:30pm around 9:30 or so. We got ours by the Mark Twain entrance.
The trick isn't to get the FP - it's to be first in line to view the show. It was a zoo, but we had some advice given to us by a cast member... here you go:
Watch the end of the 9pm Fantasmic show in front of the Mark Twain entrance (by the turnstile). Before the fireworks begin (around 9:20), they will begin letting you into 'the FP line' for 10:30 show. If you are part of the first 10-15 people threw the turnstile, proceed quickly to the fence (next to the dock). Line up on the far left of that fence. You will stand there until about 10:05-10-:10 as they allow the 9pm Fantastic viewers to watch the fireworks from their current seats. It's actually a good spot, because they turn on the water feature and project the 'show' with audio (albeit the fireworks are separated by distance, so it isn't as good as being by the castle). After the fireworks are done, they will clear out the 9pm viewers and then open that far left gate. Walk quickly to the center of New Orleans and you will have a front row seat by the fence.
We followed the above plan and were dead center, front row for the show. We got a tad wet, but nothing like World of Color wet. The show was awesome. The FP line in Mark Twain's entrance filled up in about 2 min - packed.
Advice - watch the end of the 9pm Fantasmic by that turnstile.
