Family & Friends DVC perk?

We just received an information packet about the AKLV from a friend of ours who already owns, including a specific contact at DVC and a Family & Friends coupon of sorts... Does Disney offer a special buying window or special discounts to DVC Family & Friends? I don't quite understand...

Don't believe there is any friends and family discounts being offered right now however your friends would get a referral award if they live in a state that allows them. Get them to share that with you.
