Planning on going next fall, either Sept or Oct for the Halloween party. I know free dining will be limited but any idea when it may come out?

It was announced in late April of 2017. It does vary a little bit from year to year, I believe.

I think you are much more likely to get it in Sept than Oct. This year I believe you had to check in no later than 9/30 to get it, but could keep it for length of stay.
