I have an iPad and my friend in Australia just got an iPad mini so I was hoping we could FaceTime but didn't want to get hit with charges. I'm not really sure how all this works still, my kids just tell me what to,do, haha.

Domestic or international, I think that if you are both on wi-fi, there shouldn't be any charge for FaceTime. Otherwise, you will have to pay data charges, but not the same as if you were making an actual call.
Facetime (or iChat video -- the precursor to it) was a lifesaver for my husband and me when I spent a summer in Germany a few years ago. We would video chat mornings and evenings -- such a wonderful difference, compared to the year I spent in Germany in high school, homesick for my mother.
