The passport is used at each of the food vendors around Epcot. You can place your order for a food or drink and then ask the cashier to stamp your passport. It is really just a keepsake.
I think the passport just has booth and topiary locations. Each booth you visit will then stamp their page in the passport for you. So it's more or less like a free souvenir from your visit.

It's a planning tool you can use to decide what you want to eat/drink ahead of time and where everything is located. It's especially useful to those of us who are gluten free or vegetarians as it has those items marked. Also as others have mentioned you can get it stamped as you visit each country as a souvenir. You don't need to print it unless you just want to. They have small booklet versions in the park you can pick up on your way in and usually at each food kiosk too.
