If you are trying to book extra tier 1 fastpasses, do you actually have to use 3 fastpasses before you can do this?

For example, if I only pre-book a Test Track FP at Epcot, can I then try for a Soarin FP after I tap in at test track? OR would I have to also book and use tier 2 rides even if I don’t really want to ride those?
 
You have to book them, but do not have to use them. Say your last "burner" FP is for 11 am. You can either scan into it and then book your 4th, or wait until noon to book your 4th.
I'll never forget my mother in law harping at me for booking a morning FP for Figment because she just couldn't understand the system.

A second Group 1 attraction in the same park can be scheduled only as a 4th FP or beyond. In other words, scheduling less than 3 FPs for a day in a tiered park is not a shortcut to getting a second Group 1 FP in the same park faster.

The only exception is if your first Tier 1 is in a different park.
For example, you can book a RnR at HS, use it and then immediately book a Soarin' at Epcot, along with a Tier 2 ride. (or you can book a Tier 2 at HS, if you wanted to ride ToT for example)

This brought a question to mind, and I probably would never do it, but still want to know.

Suppose you book the Tier 1 FP at EP and use it. Hop to HS and do 3 FP rides. Can you then hop BACK to EP and do another Tier 1 before doing the Tier 2s you haven't done there?

You would not be able to get FPs in DHS because you have initial FPs still booked for Epcot—you would not have used your 3 initials yet. Only after all prebooked FPs can be used will you be able to get any more.

Sorry, I wasn't very clear. I wouldn't book more than the Tier 1 in EP to begin with.

So let's say I do Tier 1 at TT, hop to HS and get same day FP at TSM, Star Tours, and ToT and use them. Now I want to hop back to EP. Can I nowtry to get a same day FP for Soarin' or do I still have to do two Tier 2s at EP before I can get another Tier 1 at EP?

No limits (other than one-at-a-time) after you have used your prebooked FP at Epcot and then used another same-day in a different park.

Would you be able to modify them after you've used your earlier ones to get the time through faster? For example, could I book a 9am TT, 10am SE and an 11am Nemo, get on TT at 9, then at 9.15 rebook the 10am SE to 9.30, then after getting off SE at 9.45, rebook the 11am Nemo for 10am?

Of course. Everything is subject to availability. I presumed that was so obvious it wasn’t worth mentioning.

The Tier 2 rides in Epcot are pretty easy to move up other than Mission Space. Other Tier 2 and MK, it depends on the ride.

Totally understand. Just wondering, since it seems like OP doesn't even really want to ride those rides. So presumably, she could switch her FP to any attraction with earlier availability, and probably not even have to ride it (just check in). Just wanted to suggest to her that she could attempt to move up her 2nd/3rd FPs

Yes that is possible but you are risking a lot. To each their own. Here's the general plan I like. Spaceship Earth or another cool tier 2 at 9. Rush a cool Tier 1 you didn't book then ride that cool Tier 2. At 10 have a second cool Tier 1. Book a burner at 11 and see if you can move it up to 10:15 or so while in the FP line for your tier 1. At worst, scan into it at 11. This way you get on at least 3 rides that you want in 2 hours time and get to start your run of more Tier 1s

You cannot book any other parks until you use all of your FPs at your first park.

This is true, but you could simply not pre-book Muppets. Then, since you only had 2 pre-booked, you could get Soarin' as soon as you tap into ToT at 9:30. Tiers don't matter when you are booking in another park.
