When is better use the extra magic hours in the mornig or evening and if I can use it in the morning in a park and in another in the afternoon on the same day

If you have a park hopping ticket, you can definitely use a morning EMH and an evening EMH on the same day.

Extra magic hours are better in the evening if the park is open late. We went when EMH was between 12 am - 3 am and Magic Kingdom was deserted. There were no lines for any attactions and practically all attractions were open.

My family loves Park-Hopping, so I added that to our trip in August and have planned to start at the EMH morning park and finish at the evening EMH on some of the days - with a nap on those afternoons!

If you don't have Park-Hopping, I'd recommend the evening EMH as it is three extra hours as opposed to only one in the mornings. OTOH, if your family is a bunch of early risers, morning EMH may be better for you.

we found that the morning hours were great for us...with a 2 year old. we were able to get on all fantasyland rides without a wait within 40 minutes. the park was open at 7 am. it seems that most people want to sleep in, but we were happy to breeze through all parks without waits during busy spring break week.

We loved to stay out late and sleep in a little in the AM. My brother with his wife and young child swear by the early AM as they were already up.

We went to Animal kingdom and got there just as magic hours were starting at night. So we walked straight back and got on the safari ride. It was wonderful.

You can go both times in the same day, but take time to rest.
We made the mistake of taking a full day from open to close and magic hours at the magic kingdom, and when we got stuck in It's a Small world for 15 minutes it seemed like forever (Largely because we were too tired) Our advice, no matter which you do, take time for a break on the day you go early or stay late.

It was well worth taking the time during the long lines of the day to rest because you will get to do so much with those hours.

I know that everyone has a differing opinion about EMH. We try to avoid the parks that have EMH that day because they are generally more crowded, longer lines for buses, rides, food, everything.

Our plan of attack is to go to park early, prior to opening, when lines are shortest, have lunch around 1:00pm and then head back to hotel for the hot, crowded part of the day. If we feel like coming back later in the evening we do, if not we don't. We normally plan our sit down meal in the evening at a resort that is closest to the park we will be at that day. So if we are at the park then we can just take a bus/monorail right over. If we aren't coming back to that park in the evening, we just take a bus to DTD and transfer to that resort's bus.

Also, if you have children please keep in mind that EMH can make for a LONG day at the park. Also, if you have kids, do they like to get up early or stay up late? Are you coming from a different time zone? That can make a big difference in everyone's attitude that day.
