If you stay at the Swan or Dolphin do you get access to the extra magic hours?

Yes!Swan and Dolphin Guests also have access to Disney Transportation.I also think they can have park purchases sent back to their resort-I think I saw this on the form.They don't receive Disney Resort TV,Mickey Mouse wake-up calls,Key To The World room keys with a "charge to the room" option,etc.
