Just seen on the DIS site about selected parks on selected dates opening 1 hour earlier and closing 3 hours later for disney guests only. I have two questions about this, do they close the park earlier on these days than normal so depriveing the general public of a full day? And this was in the information "Wristbands distributed no earlier than two hours before the park closes to the general public at the following locations:" does this mean that the general public can get the chance to stay in the park 3 hours later?

The parks don't close any earlier but resort guests can get a wristband by showing their room key and then stay an extra 3 hours. In theory, any guest , whether staying on site or off, can stay for the extra 3 hours at night, but you have to show your wristband at the entrance to the rides.
For the early morning hour, you have to show your key to obtain admission.

They're both just a perk of staying onsite and a very nice one! We've taken advantage of the early entry many many times and used the E-Ticket admission when it was available.
 
Do people staying at the 'official' downtown disney hotels get the same privilages?
 
I think just the Hilton does Cheryl, or at least it did when I checked 18 months ago :)
