Extra Magic hours do still exist for Disney Resort guests. You would just need to be staying at one of the Disney properrty resorts (or the Swan/Dolphin or the Hilton at Lake Buena Vista). Each park has a different day that it opens early and certain attractions that will be open for you. You would need to have a park ticket and also show your resort ID card for entry. It would be one hour prior to the listed opening time (which usually makes it at 8am)... Here is a list of the days and the rides:
