My husband and I are going to be at UO on October 24-26. We're staying at Cabana Bay, it's the only on-site hotel available for our dates. We want as leisurely of a trip as possible and are wondering how important it will be to have Express Passes.
It's all a matter of opinion but we just got back this week. I will only go to Universal with Express passes. While crowds were down (not a lot) waits were long. Also, Express line made it a little easier to be socially distant though they were doing a good job keeping people apart as much as possible.

I’ve been wondering this, also. I don’t mind buying them if we need to, I just don’t want to buy them and then get there and find out they aren’t needed. Can’t decide what to do.

If you are looking to buy EP (and not getting them through booking one of the premier resorts), I'd wait until I got to the parks and see how busy they were. There is no discount for pre-purchasing the EPs.
Take a look at the wait times the days leading up to your visit and decide when you are in the parks.

If you are going at a normally very busy time - like around Christmas, there is the potential for them to sell out. I don't think it happens very often.
I've been eyeing the wait times for the past couple of weeks and they've looked pretty reasonable. Sunday I saw several that were 60+ minutes though. I'll be there on the 23rd, just before you, so I can report that evening (if I remember - I'll do my best!) what the lines were like. I imagine the closer it gets to Halloween the busier the weekends will get.
