Can express pass be purchased at the parks. We already have park tickets.

Yes, they can be purchased at the park as long as they haven't sold out when you arrive.

As Phamton stated...yes...you can purchase them at the parks and unless you're going at a busy time, I would never recommend getting them ahead of time.
