do you have to be a resort guest to get a "head of the line " pass? I have no problem paying for it- but we are staying off site.

You can purchase it but it is for one time on each ride and show. When you stay onsite you can ride multiple times on the same ride. The price ranges form $15-35 per person per park.
 
I decided to purchase the express pass because we will be at the park on Presidents Day. Yes it is park specific and only good for one ride per ride but it is still worth it to me not to wait in long lines the first time around.

The cost per park was $15.98 per person. (I did not get the 2 park per day option which was around $26).

My understanding is that they only sell a limited number of these passes per day (I hope this wasn't a sales pitch to convince me to spend the extra $$).
 
They are limited in the number that they sell. My suggestion is to hit the park that you do NOT have express for first. Be there at park opening and ride the more popular rides before the crowds arrive around 11:00 AM. Then use your express for the other park when it is busier. That way you won't be waiting in long lines.
 

One of my pet peeves (besides Express in general) is when people use their Express pass when the ride is a complete walk-on or a 5 minute wait for those in the normal line. Save your pass, join the normal line, and come back and ride again when its busier.
