Expiring park Hopper / Renewal certificate

My wife and I had intended on going to WDW from 9/11 - 9/17. I had bought a DVC annual pass renewal certificate (annual pass supposed to expire 6/2018) just for this one trip because of the perks/ discounts during that time. I had bought her a 7 day voucher using Undercover Tourist that also apparently expires in 2018. If we were going down this coming year, it wouldn't be an issue. We don't plan on going back until 2019 though. I guess my question is are they offering refunds due to Irma if I don't intend to use the renewal pass til 2019? Undercover Tourist says there aren't Able to give me a refund but Disney will use it as credit towards a new ticket. My issue there is.. would I be able to still secure fastpasses then if I had to upgrade in person? Or am I SOL?

1. You mean you bought a 7 day Magic Your Way ticket from UT?
2. Likely, but I don't think that really matters in this case.
(If you had claim to a cancelled trip due to the storm, that might work.)
3. Correct. THAT is the significant situation.
4. Nobody knows. It's not happened before. This is a new situation.
(I'm going to guess that you cannot, without securing "special permission" from Disney.)
5. If you mean about booking advance FP with an expired ticket... MAYBE you could with "special permission."

Thanks for the quick response. I guess I'll have to call them up eventually and see what the best course of action I can take is.
