l could send the item by Royal Mail at a cost to me and then not receive a refund, then l would just be increasing the amount of money l'm out of pocket by. Its not worth the hassle

It does sound a lot of hassle, but he should be paying for the refund if he was a good ebay seller. You could take it to the post office and request they pay when they pick it up from thier local collection services.
