Excursions under 2?

Just posting to see if anyone has experience with booking an excursion for a child under 2? We just got switched to a western Caribbean and none of the excursions listed let us book for our 18 month old, even just a beach day in Cozumel. Disney’s website says beach break is available for all ages, under 2 is free. She is grayed out and I cannot add her to the excursion. Is this because she is free and I don’t need to add her or is there some restriction on under 2 going on excursions?

Typically, if the excursion limitations state "under XX free" you don't have to include them by name on the reservation.

That said, I'm not sure whether COVID protocols have altered this.
