exchanging ts for cs

I saw the sticky about exchanging ts credits for a counter service meal this past fall. Does anyone know if that is still in effect in 2009? We're going in April and I can easily see us not always getting all our our ts used up, but would be great if could be used for a counter service meal instead (not necessarily getting the most out of the plan, but efficient for us at times).

In the past they have allowed people to exchange a CS for a TS, only during times of free dining. I believe in Sept 2007 it was a CS plus a lanyard with two pins. This past Sept it was a CS plus two snack vouchers. Since free dining was extended through Dec they are probably extending the same offer for that time.

There have been a few instances of where people have been able to exchange a TS for a CS (straight switch, 1 for 1), at some resort food courts (never in the parks), during the other times of the year. However, a manager had to be called to override the system. Disney does not encourage this during any time, but free dining, because supposedly they expect some people to have left over meal credits and the price of the meal plan is priced in accordance to this.
