exchange other gift cards at Target?

I was searching for something online, and I accidentally wandered across something which said: "Bring gift cards from leading consumer brands that still have a balance to a participating Target store, and exchange them for a Target gift card that can be used for online purchases at Target.com or in any Target store."

The participating cards you can trade in includes theater chains, airlines, restaurants...

Is this new, or am I just completely out of the loop?

Has anybody done it?

Is it a dollar for dollar exchange? For example, a $25 gift card which somebody gave you to a restaurant you hate can be traded in for a $25 Target gift card?

If someplace has a really good deal on gift cards, you could buy them for yourself and then trade them for a Target gift card at face value?

I tried looking into this and from what I found it is not a dollar for dollar exchange. It is a % of the value and they only take certain cards.

Correct and the percentage is around half.
