Well, no it wouldn't. If one diner brings in food, and two diners order from the menu, the total bill reflects two meals - and so the tip, based on the explanation quoted, would be calculated on the two-meal check.

But this thread is not about tipping. I would expect, for normal, sensible, health reasons, no you cannot bring in outside food - even if it was prepared in the same building. Common sense.
 
The OP has their answer regarding carrying in food;. It is not allowed and the restaurant will accommodate them with a children's meal for their adult credit.
