I have a 630pm FP for "Frozen Ever After", and a 740pm ADR for 1900 Park Fare. Do I have enough time to travel by monorail, or should I just drive?

It will be close because of the time to walk from FEA to monorail and the switch over. But you should be okay if there isn't a back up at FEA or at the monorail. We've done the epcot to GF a ton on the last trip as we stayed at GF and went to epcot a lot. 10min on epcot monorail and 5 on resort monorail with no hiccups, 10min walk from FEA to monorail. 25min if you hustle with no hiccups, most likely.

You can be at your FP reservation 10 minutes beforehand, so I'd go then.
After you should take the monorail to TTC and go take the MK monorail loop to GF.

I say around 30 minutes, depending if there are delays between the monorails.

Personally, I would walk out the IG and take a bus from the BC to MK and then boat to GF. But, we have not had any luck with the monrails lately. If driving is an option that would be the fastest. When everything was "perfect" 30 mins is the shortest gate to gate monorail from GF to Epcot we have experienced.

I would absolutely not do this. Although more "reliable" than the monorail, not nearly as fast. Busses and boats don't arrive/depart as often either

Another option, if you are willing to pay a few bucks, is to exit IG, walk to BC, uber to the entrance of CR and walk from there.

I think that you will be okay if you arrive a little early for your FP. I always allow 30 minutes travel time from EPcot to the monorail resorts. JUst plan on beating feet right after FEA to the monorail, it is a hike.
