If I want to ride Soarin and Test Track and I do not have a fast pass for either, which should I head to first at rope drop? Planning to do them back to back.

Most recent reports recommend TT at rope drop, then to soarin since they added a 3rd theater and wait times have stayed lower for the most part.

If everyone in your party is over 7 you can also do single rider line at TT which saves quite a bit of time.

This is what we did when we were there last week and it worked out well. We did TT (didn't want to so single rider because with that you can't design your own car), then mission space, walked around a bit and then had 11:00 Soarin FP. Once we got out of Soarin it was time for lunch and we were right there at Sunshine Seasons, which is awesome.

How does single rider work? I have a 10 year old that will want to go on TT and our schedule is tight already. If he and I line up together for single rider, is it likely we will be in different cars? Or just that one in the third seat of the front row and one in the back row? Can we hold out and let a person by us in order to be in the same car?

Just FYI, and for anyone else who sees this as a reason not to do single rider, it is possible! Just go around through the shop where the ride lets out. In the section where there's games and display cars and such, there are kiosks to design your own car and scan them to your band. Design them, scan your band, then head to single rider! Works like a charm. I have teenagers, but they still love designing their own cars and competing so this is exactly what they do.

To OP, if there's any way you can do single rider, that's your best bet. RD Soarin' and then do single rider at TT. We were there a couple weeks ago and saw a really quick jump in Soarin' times first thing in the morning. They do seem to shorten later in the day, but that initial rush to the ride seems to make the lines long really fast in the morning.

No way of knowing if you'll be in the same car or not. And, no, you can't be letting people past you. That's the whole idea of single rider--you get what you get. Some CMs may let you do this, but you can't count on it. But even if you're in different cars, chances are there won't be a long wait between. So one jumps in, rides, and just waits for the other afterwards. We usually plan to meet up in the photo viewing area.

I would just go to TT first, and then to Soarin'. Soarin's lines are significantly lower than they use to be, and the wait remains virtually nonexistent for longer in the morning than TT's does.

If you want to go on TT more than once, I say go first thing in the morning on the normal ride and then go later in the day single rider. It's way worth it!

Yup, I would def recommend doing TT first. We did it both ways when we were there recently and the biggest difference for us was that we were able to ride TT as soon as Epcot opened. But when we RD-ed Soarin, we were held at another internal rope until just about 9:00. It may have been that one day, but seemed like a regular occurrence.
