EPCOT Norway Pavillion

We visit in November and the day we're planning to visit Epcot (Nov 1st), the hours are listed as:

Future World (9am to 9pm)

World Showcase (11am to 9pm)
(except Norway Pavillion - opens at 9am)

We'll be arriving at Rope Drop that day and would like to do both Soarin' and Frozen EA. Why it states the Norway pavilion as opening at 9am, does this mean that FEA will be open at 9am too? Or is it just for Akershus breakfasts?

Was thinking of fastpassing one or the other (Soarin or Frozen) and hitting the other at rope drop....?
