We've been to all of the restaurants on your list at least once within the past year or two, and would absolutely recommend Via. I'd rank them as follows:
1) Via. First, great atmosphere. It's light and airy with high ceilings and hardwood floors. Everything we ordered was great, from the caprese salad to the pizza to the sangria. Our family of five has very different tastes (from adventurous eaters to very picky eaters) and every one of us loved Via. In our experience, the service is quick, friendly and efficient. It's at the top of our list now, and always in our rotation.
2) Rose and Crown I really enjoy R&C. The vegetarian shepard's pie is really tasty and very filling and the beer flight is lots of fun! Some of the other items are just OK, but I would go back for these items and for the extremely friendly service.
3) Coral Reef Really interesting interior and so well-themed. We all loved the corn chowder. Kids weren't thrilled with the kids' menu and warn against the meaty macaroni based on the onions, but that's an item common to many WDW restaurants, and can be avoided. Service was OK on our last visit. I should add that even though our kids (ages 4, 11 and 12) enjoy the aquarium, they voted to take it off our rotation for our most recent trip because other Epcot restaurants were higher priorities for them.
4) Tutto I loved Tutto years ago, but now prefer other Epcot restaurants - especially with the Via option now available in Epcot. The food is fine and very filling, but the service is not as child-friendly or welcoming as we expect at Disney. If we're eating in World Showcase, we prefer the food and atmosphere at Via, Chef's, Le Cellier and La Hacienda. They are just more our style (and the CMs are far more family-friendly, in our experience.)
