My DW and I are going for our anniversary (no kids, grandkids). Our favorite rides at Epcot are:
  1. Soarin
  2. Test Track
  3. Frozen
  4. Mission Space
Considering 3 of our 4 favs are Tier 1 and we really don't have any interest in the others, what's a good strategy

I think you save more time in line to Fastpass Frozen of the three tier 1s. I have FP for Frozen and plan to rope drop Test Track then over to Soarin. The new screen for Soarin seems to have helped its line.
Mission Space is certainly an excellent Tier 2 choice from a saving time in line standpoint. The next one to save time would logically be Spaceship Earth unless you REALLY don't like that one. But who knows, you might get Soarin or Test Track as a 4th FP--certainly no guarantees, but worth looking for it.

OK, bottom up approach: I'd put TT at the bottom, with Mission Space next to last in this listing. MS isn't usually that busy and TT has a single rider line that is usually pretty quick. Soarin is much better now that there are 3 theaters so if you must do Frozen, then put that one first.

What is a good Tier 2 to burn just to get to your 4th FP? If you scan your magic band on the burner but not enter the ride, does the choice go away and let you choose a new one?

You have two options to hit all three of the Tier 1 rides very quickly....we've done it many times. First option:

As soon as the park opens, head right to Soarin', ride it standby.
Hustle over to Frozen and ride it standby...there will be little to no line (the line doesn't build until near 11am)
Use FP+ for Test Track.

Doing this, you can hit all three before 10:00 or 10:15am pretty easily.

Secondarily, you could try:
Test Track at park open
Frozen stand by
Soarin using FP+

Any of the Tier 2 rides are easy to burn, as most of them don't have lines...Living w/Land, Nemo, SE, Pixar short film, FIgment. Yes, as soon as you tap into your 3rd FP+, you can grab another one...whether you get on the 3rd ride or not.

From the FP FAQ:
- A common Epcot question is which attraction to use FP on if interested in riding Frozen Ever After, Soarin', and Test Track on the same day. Usually FEA is the best answer (as it generally sees the longest waits), while using Single Rider for TT and rope drop for Soarin' will help reduce wait times at those attractions. Average standby wait times for Soarin' have lessened somewhat since the addition of a third theater in 2016.

Here's what we did on Sep. 19th: FP Mission Space 10:30-11:30; FP FEA 12:30-1:30. RD Soarin, TT stand-by. Had time to spare before MS and rolled right into WS without having to double back from Norway. Also, consider EMH evening if you can. Then you can sleep in and do it all in reverse!

We made a FP for TT as an insurance policy. With my research the past few months, TT is not always up and running at rope drop and goes into temporary closure a lot.

So here are my Epcot FP+
  1. Spaceship Earth 10:30
  2. Mission Space 11:30
  3. Frozen Ever After 5:15
Plans are to rope drop Soarin'
Test Track either between SE & MS or after MS

I would FP Fozen RD TT and then go to soarin.

This may not apply to the OP, but we do a PPO ADR for Akershus for around 8am, a Princess breakfast, which allows us to beat the 9am crowd to Frozen. Then, we head to TT, usually around a 20 minute wait around that time. That allows to use our FP+ for Soarin'

My original thought but can't get an early Akershus ADR.

I wouldn't do that. You'll be in a LONG line at Test Track by time you get there. I'd rope drop TT, then head to Soarin' standby.

There's no way to avoid a fair amount of walking to hit all 3 of the e-ticket attractions. However, TT and FEA are relatively close to each other, so I recommend doing them back to back...Soarin' is a long walk from either of those.
