Entertainment fee for infant

From what I've read, young children (ours is 22 months) can eat off your plate at family style and/or buffets...

First, is this correct?

Second, I noticed that some menus (from allearsnet) list a $5 entertainment fee for guests that are not eating...would this apply to young child not ordering?

Yes, children under 3 eat free at buffets, you can even get them their own plate. At any other type of restaurant, they eat free off of your plate. They do not charge an entertainment fee for anyone under 3 and if the adults are ordering, I doubt they would charge the fee for any child.
 
Thanks. I didn't think that they would charge for the infant but I have been debating the DDP with DW and I would hate to see an additional $5 charge show up.
