My piece of advice is this. Remember - Business is business and shouldn't be personal - no matter how hard she trys to make you feel sorry for her. You aren't in control of her personal situations but you are in charge of your department. It's not your problem that she can't handle her personal finances....and at her age, you'd think she would be able to. Keep up what you are doing by recording everything and building a case for HR. I think you already have enough information to let her go. Good Luck!
